engine oils is prohibited.   Administrative engine oils (i.e., MIL-L-46152)
should not ever be used unless under emergency conditions as they are not
formulated to function with diesel fuels having moderate to high levels of
sulphur content.

    g.   Diesel fuels available in the Middle East area generally do not have
adequate thermal stability or enhanced storage stability if compared to JET
A-l or JP-5 turbine fuels.   As such, their use in ground materiel operating
in Saudi Arabia may cause an increase in fuel-related maintenance; particu-
larly, in t~o-cycle stroke diesel engines and turbine engines.   The increased
maintenance may occur as injector/nozzle fouling or sticking, increased
filter plugging, and/or formation of slime/bugs/emulsions in fuel tank
environments.

    h.   To prevent the above-mentioned fuel-related maintenance problem from
occurring, use of diesel fuel stabilizer additive (MIL-S-5302I) or FSII (either
MIL-L-Z7686 or MIL-I-85470) is strongly recommended.   The diesel fuel stabi-
lizer additive is intended to (1) eliminate the formation of any microbiological
organisms in fuel tank water bottoms and, (2) enhance the storage stability
of the treated diesel fuel while reducing such fuel-related problems as filter
plugging and injector/nozzle fouling or sticking.   Use of the diesel fuel
stabilizer additive is therefore strongly recommended as an insurance against
these possible problems.  The diesel fuel stabilizer additive comes in either
a "one package" or a "two package" system.   Treatments levels for either systems
are as follows:

          Diesel Fuel Stabilizer Additive                      Treatment

                Two Package                                      0.027. vol

    i.   Use of either FSII in diesel fuel is recommended as an alternate to
the diesel fuel stabilizer additive as FSII will only control the formation
of any microbiological organisms.   FSII will however not correct any of the
other possible fuel-related maintenance problems mentioned above.  tts treat-
ment levels in diesel fuel are 0.157. vol for boch M1L-~-27686 or XtTh-t-8547O.

    j.   Using either diesel fuel or JET A-I for ground vehicles/equipmenc
without either the diesel fuel stabilizer additive or FStt will increase che
possibility for serious microbiological growth problems.  This has become in-
creasingly more important in view of recent reports of problems from vehtcles/
equipment that have arrived from CONUS locations which appear to have micro-
biological organisms already present.
