ITEM: M~RCENT Presence in T~CC
OBSERV~TIONS: USMC/M~RCENT maintained 2 locations in T~CC which
created confusion, duality of information passed, and incidents
of overlapping efforts.
DISCUSSION: The T~C Center locations with missions of Tactical
Air Control (coor'dination of all USMC aircraft on any mission)
and Target Operations (MARCENT-nominated targets being struck by
~FACC-controlled air fto include USMC sorties given up to ~F~CC))
being performed in separate areas of the T~CC presented frequent
cpordination problems.
he differences are subtle, particularly when M~RCENT (JF~CC)
*~~-~.~~targets were assigned to be flown by Marine Corps assets.
- `Consequently, when Marine Corps questions/issues arose, the
~?` u~nknowing party with~uestion would often -seek the first Marine
locations/action officer within view. The Marines manning
*pt0~~~~~~~~~y inherently helpful with can-do natures and desires
if the issue crossed pure T~C and/or targets lines.
*.~%~.- h se sincere actions to solve Marine issues at times resulted in
- *~~K~t~"~' orrect 1-ocation getting left out of the information loop
~entirely, or enter belatedly (e.g. Strike Eagle target list, 8-52
mission coordination, BLU 82 targeting, 3d MflW divert missions).
Benefits to colocating the T~C and targets include all Marines
`-`get the same real time information. This results in r~oulto in
- educed time lost in passing word plus reduces possible
"`misinformation. Other services' TflCC personnel would not be
* -. confused which work station to approach nor would the Marines
manning the station be confused as to whose issue it is.
11 members of the single station could be crosstrained to both
;- obs, as are all the other FIDOs in the room It should be noted
-~ `that important information is gained due to proximity to ~rmy
* - - -~ -. , ~BCCC, and US~F Intel.'
- LESSON LEARNED: Split locations (air/airspace control and
targeting) are detrimental to close coordination and
- communication between those elements.
RECOMMENDATION: Marine Liaison workspaces in the TACC should be
co-located for efficient management of information and use of
assets available.
