          On February 5,  1992, the GAO presented the subject
          testimony before the Military Personnel and
          Compensation Subcommittee of the House Committee
          on Armed Services.   A copy is enclosed.         (The under-
          lying review remains open--a report subsequently
          will be issued.

          The testimony responds to a request from Chairwoman
          Beverly Byron asking the GAO to provide information
          on the ability of the Army to provide medical support
          during Operation Desert Shield/Desert Storm.         Testi-
          fying for the GAO was Mr. Richard Davis, Director,
          Army Issues, the National Security and International
          Affairs Division.

          The GAO reported that the Army had to overcome numer-
          ous and significant problems to make medical units
          operational in the Persian Gulf before the start of
          the ground war,  as follows:
