        Recommendation:


          Match troop build-up to the NBC combat ready gear on hand.
          Enforce strict NBC gear requirements on commanders to ensure no
          Marine enters a theater of operations without the basic protective
          gear, ie. mask, CPOB, ect.

        Topic:

           TRANSPORTATION


        Discussion:


          Transportation requirements have been a source of continued
          concern. The assignment of rolling stock would allow NBC monitor
          survey teams to respond rapidly to suspected contaminated areas.
          The non availability of vehicles, and administrated restrains are
          currently frustrating the mission readiness of NBC units.

        Recommendation:


          Assigned tactical vehicles to NBC sections -For the mission
          essential task only.

        Topic:

           TRAINING REQUIREMENTS


        Discussion:


           Numerous Marines did not possess the basic skills to survive a
           chemical attack prior to entering KTO. This deficiency required
           NBC personnel to divert attention +rom preparations +or possible
           decontamination, chemical triage, monitor survey, and control
           center operations to teaching the very basic NBC survival measures.

        Recommendation:

           NBC training should be revisited at the highest level of the Corps.
           Individual Survival Measures should become a mandatory semi-
           annual requirement like the PFT.
