         U.S. Embassy in Kuwait cut off without water or power. Diplomats who had gone
      to fraq with assurances they could leave were detained, but families are free to leave.

      ---In a meeting between Saddam Hussein and Austrian President Waldheim, Saddam
      expresses a willingness for a negotiated settlement to crisis, and also allows Austrian

         Department of Defense releases first list of Naval Reserve units and personnel to be

         Five New England Naval Reserve Units, including three medical units and two
