Monday -- Administration sources claim that U.S. policy makers are gradually
"building up" toward an ultimatum that would be backed by a threat of force. Iraqi
President Saddam Hussein will be told to withdraw his troops from Kuwait or face the
consequences. Administration sources claim that after twelve weeks of diplomacy there
has been absolutely no change in Iraq's attitude and the embargo has not significantly
impaired Iraq's war machine, nor are there any widespread indications of unrest or active
opposition against President Hussein's iron fisted rule. (Washington Times, October 22,
p. 8.)
A senior U.S. official says that the threat of terrorist attack from supporters of
Saddam Hussein has increased as highly disciplined teams have moved into place
preparing for attacks. President Bush and Secretary of State Baker are deadly serious
in warning that Saddam Hussein will be held responsible for any attack. (UPI, October
22.)
In response to a complaint from Representative John P. Murtha (D-Pennsylvania),
chairman of the House Appropriations Subcommittee, Deputy Defense Secretary Donald
J. Atwood directs that additional medical personnel be recalled from the reserve. (Navy
Times, November 5, p. 39.)
