Soviet Special Envoy Primakov fails to achieve agreement on issues discussed in two
sessions with President Saddam Hussein. Soviet Foreign Minister Eduard A.
Shevardnadze states that there are not many reasons to be optimistic when reflecting upon
Primakov's talks with Saddam Hussein and Soviet hopes for a middle ground for peace

Monday ---In a compromise Defense Authorization Bill worked out by a House -
Senate Conference Committee, reservists recalled to active duty would be provided with
active duty benefits. The Bill makes reservists who are recalled to active duty eligible for
supplemental housing allowances and medical bonuses, and further allows activated
