A twenty-six year old Army National Guard sergeant (a college student) has challenged in court as
unconstitutional an order that he be trrnsferred with his unit to the Persian Gulf. His suit contends the
order violates the constitutional provision that Congress, not the President, has the power to declare war
and furthermore, violates the War Powers Resolution which restricts the President's power to initiate
military action. (New York Times, November 14, p. Al4.)
Federal judge denies a request for a temporary restraining order from the twenty-six year old Army
National Guard sergeant, but says he would hear arguments next month on the serious questions

Secretary of Defense Cheney authorizes call-up of up to 72,500 additional reservists raising to
125,000 the number of reservists who can be called to active duty for the Persian Gulf crisis. (New

Efforts to convene an Arab summit in order to avert war in the Persian Gulf appear to collapse when
Saudi Arabia says it will not attend such a meeting unless Iraq agrees to withdraw from Kuwait. (New

Iraq criticizes U.S. Marine amphibious assault exercise saying it is provocative and proves that U.S.

Turkish leader discounts idea that Turkey would be used as a second front in a war against Iraq.
U.S. has been permitted to place 14 F-ill fighterlbombers at an air base in Southern Turkey. 100,000
of Turkey's 650,000 member military have been deployed to the mountainous border with Iraq. (New
