Thursday--- U.N. Security Council, by a vote of 12-2 with one abstention, passes Resolution 678
authorizing use of force by the U.S. and allies to expel Iraq from Kuwait if Saddam Hussein does not
withdraw his forces by January 15, 1991. Cuba and Oman voted against the resolution while China
abstained. This marks the second time in the history of the U.N. that force has been authorized to repeli
aggression - the Korean War being the first. (New York Times, November 30, p. Al.)
Hours before the U.N. Security Council vote, a defiant Saddam Hussein declares Iraq is ready for

send Secretary of State Baker to Baghdad in an attempt to find a peaceful solution to the Persian Gulf
crisis. But he warns that if war comes he would never agree to any halfway effort. (New York Times,

President Bush announces that Iraqi troops delivered fruit, vegetables and cigarettes to the U.S.
