The last U.S. sponsored evacuation flight from Iraq and Kuwait arrives in Frankfurt, Germany
carrying 32 Americans including the U.S. Ambassador to Kuwait. Ambassador Howell states that while
the embassy was vacated, it was not closed and that "The Flag still flies. r' (New York Times, December
14, p. A14.)
A Bush Administration official says that the U.S. would still keep some sanctions against Iraq even
if it did withdraw completely from Kuwait. The official says that Iraq can not keep its massive military
machine and chemical and nuclear weapons. (New York Times, December 14, p. A14.)
---U.S. District Court judge rules against 54 Congressmen who sought an order forbidding President
Bush from declaring war on Iraq unless he first consulted with the Congress saying the issue was not
yet ripe for consideration. At the same time, he stated that the Constitution gives Congress the right to
declare war, thereby in effect requiring President Bush to seek a Congressional declaration of war
before beginning hostilities. (New York Times, December 14, p. AIS.)
A relatively small number of members of the all-volunteer military have applied for conscientious
objector status or refused to show up for duty. To date, 40 of the 16,000 Marine Corps Reservists have
not shown up or applied for conscientious objector status. The Pentagon reports that there have been
154 applications for conscientious objector status smce January 1, 1990. Of that total, only 33 - 19
Marine Reservists, one regular Marine, eight active
