        Friday   President Bush gives President Hussein of Iraq what he says is the alliance's final demand:
     start withdrawing from Kuwait within a day or face a huge ground attack.  He gives Iraq until noon
     February 23 to "publicly and authoritatively" convey acceptance of the demands. President Bush also
     accuses Iraq of conducting a "scorched earth" policy to destroy Kuwait's oil fields.  Major terms 0
     U.S. proposal are:

            1.    With-drawal must begin by noon February 23;

            2.    Withdrawal must be completed in one week;

            3.    Pullout from Kuwait City in two days, Kuwaiti Government raust be permitted to return;

            4.    Sanctions to continue until all U.N. resolutions fulfflled;

            5.    Release of POW's and Kuwaitis and return of remains of servicemen to be completed
                  within two days;

            6.    Iraq to aid in removal of mines and booby traps from Kuwait, end military flights and
                  safeguard Kuwaiti property and civilians.
