        such a cohesive coalition or such ideal infrastructure plus six

        months of preparation.  For 20 years, the Saudis. h~ve been
        building industrial, commercial, and transportation facilities which
        could support this kind of war. Where else in the world could

 *      you find more than 30 air bases and 8 finished port facilities of

        the highest quality? And7 where else in the world could you find

 *      unlimited free fuel and ample supplies of water in a desert
        environment?


             These assets--and the cooperation of the governments of

        Bahrain, Qatar, Oman and the United Arab Bniirates-- were key

        to our ability to put over 500,000 troops and over 2,000 aircraft
