     The strategic advantage and reliability of high technology
weapons systems were confirmed.   Tomahawk, Remotely Piloted

Vehicles, laser-guided bombs and the state of the art video

systems were big winners. Against adversaries which can acquire
nearly the best available military technology, advanced capability
system~ ensure that we can conduct military operations with
minimal losses to our own forces. The U.S. must press ahead
with its research and development programs to maintain that

edge.


     We learned again the hard way the capability and potential

of simple weapons like mines.  Unless we destroy the minelayer

beforehand, we certainly need to increase our efforts to improve

our mine countermeasures capabilities, and we need to continue

to practice combined mine countermeasure procedures with our

allies.
