2    L~leiiients.. of Self-Def~nse  The application of armed force in
self-defense depends upon two elements:

    a    Necessit~.  The requirement that a hostile act occur or
that an enemy force or terrorist exhibit hostile intent.   That the
host ii e act will occur ii: the sentry does not take act ion to stop

    b    ~rL:ii;LQIfl~Aonal it~. The requirement that the use of force be,
in all circumstances,  reasonable in intensity at the t i me, to
counter the hostile act or hostile intent and to ensure the
continued safety of the U. S. Forces

   Pli postin~ and relievin~ of~each Sentry will be done
exclusively by a Ser~eant of the Guard, Guard Chief, or Guard
Officer    To eliminate the possi bi ii ty of accidental id i scharqes,
the fol lowi nq procedures will be strictly adhered to

    a -   While on post in the performance of Guard duties, NO rounds
will be chambered,   unl&ss the Guard encounters a hostile act or
host ii e intent and needs to ensure the safety of hi mse 1 f or U. S
Forces.    Hostile Pcts and Hostile Intent are defined here as:

        (1) (~osti le Pct.   Pn eneny force or terrorist commits a
hostile act when it attacks or otherwise uses armed force aqa inst
U.S. Forces, U.S   property, or emp 1 oys the use of armed force to
preclude or impede the mission/duties of U.S. Forces.

         (2) Hostile Intent. Hostile intent is the threat of the
imminent use of force by any enemy force or terrorist against U.S.
Forces,  and/or U.S. Property.  When the use of armed force is
imminent,  the ri~ht exists to use proportional force, including
armed force,  in self-defense, by all authorized means available, in
order to deter or neutralize the potential attacker or,  if
necessary,  destroy the threat.
