7. AT&T TELEPHONE CENTER.
A. OBSERVATION: UNPLANNED DIRECT DIAL PHONE CENTER FOR
DEPLOYED TOURS MAY TASK SECURITY.
B. DISCUSSION: FLEET HOSPITAL FIVE WAS SELECTED AS SITE FOR
120 PHONE CENTER FOR USE OF PATIENTS AND STAFF. THE SIZE OF THE
PHONE CENTER IS LARGE ENOUGH TO GIVE ACCESS TO INTERNATIONAL
CAPABILITY TO THE OTHER MILITARY PERSONNEL LIVING IN THE PORT
AREA. NO STAFFING WAS PROVIDED TO MAN THIS PHONE CENTER TO
INSURE PROPER ORDER, DISCIPLINE, AND SECURITY COULD BE ENFORCED.
THE CENTER WILL BE OPEN 24 HOURS DAILY.
C. LESSONS LEARNED: TO OPEN AN OPERATION THIS SIZE WITHOUT
PROPERLY TRAINED PERSONNEL FOR CROWD CONTROL AND SECURITY COULD
COMPROMISE THIS COMPOUND'S PHYSICAL SECURITY.
D. RECOMMENDED ACTION: STAFF FLEET HOSPITAL FIVE WITH
ADDITIONAL MASTER AT ARMS PERSONNEL TO OPERATE A PHONE CENTER ON
A 24 HOUR A DAY BASIS. WE RECOMMEND ONE MA2 PER EIGHT HOUR SHIFT
AND ONE MA2 TO INSURE ADEQUATE REST FOR THIS CREW, THEREFORE A
TOTAL OF 4 MA2s.
E. COMMENTS: NONE
8. FOOD SERVICE TO INPATIENTS.
A. OBSERVATION: THE FLEET HOSPITAL FIVE FOOD SERVICE
DEPARTMENTS SOP STIPULATES THAT FOOD WILL BE DELIVERED TO NON-
AMBULATORY PATIENTS USING VACUUM CANS DELIVERED ON THE BACK OF A
PICK-UP TRUCK.
B. DISCUSSION:
(1) TWO MESS SPECIALISTS WERE TO BE ASSIGNED AT EACH MEAL TO
DELIVER AND SERVE PATIENT MEALS. AS THE PICK-UP TRUCK ARRIVED AT
N
WOULD BE APPOINTED TO ASSIST WITH MEAL SERVICE. IN ORDER TO
ACCOMPLISH MEAL SERVICE ON THE WARD, MESS SPECIALISTS WOULD HAVE
TO LUG METAL TRAYS, UTENSILS, CUPS, VACUUM CANS, CONDIMENTS,
BEVERAGES, AND COLD ITEMS ONTO EACH WARD. THIS PROCESS WOULD BE
REPEATED ON EACH WARD UNTIL ALL PATIENTS HAD BEEN FED. AFTER
MEAL SERVICE WAS COMPLETED, MESS SPECIALISTS WERE TO RETRIEVE
SOILED GEAR AND RETURN IT TO THE SCULLERY FOR CLEANING.
(2) THE ENTIRE MEAL SERVICE PROCESS WOULD REQUIRE, AT
MAXIMUM HOSPITAL CAPACITY, FOUR TO FIVE HOURS. FURTHER MORE, THE
WARDS HAVE NO CONVENIENT AREAS TO SET UP MEAL SERVICE AND THEY
ARE CROWED MAKING MANEUVERABILITY DIFFICULT. ANOTHER PROBLEM
DISCOVERED WAS THE LACK OF A STURDY BEDSIDE TABLE THAT HAD THE
SURFACE AREA TO SUPPORT METAL TRAYS.
C. LESSONS LEARNED: A NEW PATIENT TRAY DELIVERY SYSTEM WAS
INSTITUTED TO ENSURE THAT MORE EFFICIENT SERVICE AND MORE
PALATABLE MEALS WOULD BE PROVIDED TO THE NON AMBULATORY PATIENTS
OF FLEET HOSPITAL FIVE.
