           Skin Protectant (Commercial)

           Definition - Compound applied to the skin prior to exposure to a
           Chemical Warfare Agent (CWA) and intended for use by the
           individual service member.

           Requirement - A need exists for a tonical skin protectant (TSP)
           to reduce CWA penetration thus reducing skin exposure and the
           resultant injury. In addition to the reduction of penetration
           through exposed (contaminated) skin (i.e. face, neck, hands etc.)
           a TSP should enhance skin decontamination effectiveness or
           decrease the need for immediate decontamination. A program to
           identify and test TSP formulations such as barrier creams, -
           lotions, ointments, emulsions or films, either with or without
           incorporated reactive materials, is in progress.

           Strategy - A commercial product has been identified which may
           meet some of the features of an ideal TSP.  Information regarding
           this product is at encl. This product is currently undergoing
           advanced testing with CWA. Efficacy of the product has been
           identified. Limited wearability testing is ongoing. If
           wearability data is favorable, a recommendation to buy and
           distribute this product will be made.

           Advantages - Item is commercially available and delivery can be
           made in near term.

           Issues - Product is not approved for this specific purpose.- Use
           information will need to be generated. Item should effect dose
           and injury reduction but will not in all likelihood completely
           prevent injury.
