         SUBJECT: Fourth Tri-Service Task Force (Project Badger)
         Meeting @

         individuals who have been immunized at USAMRIID. A significant
         advantage of utilizing USAMRIID for production is the
         availability of immunized personnel and secure biocontainment
         facilities.

             e. (U) Dr. Balady will check with CDC, who holds the IND,
         concerning other government personnel who have been immunized.

             f. (U) The time required from start to having a product
         available for injection into man was detailed (encl 8). Total
         time is absolute minimum, and assumes best case.

             g. -M    The issue of perceived violation of the Biological
         Convention treaty was discussed. Dr. Linden will check with the
         Arms Control and Disarmament Agency concerning treaty issues.

         9. (IJ) COL McCarty addressed the following issues:

             a. (U) What is the possibility for giving vaccines by
         aerosol? Committee responded that while feasible the time
         required to conduct necessary studies would make it unreasonable
         for the short term.

             b.       Long-range plan requirements appear to necessitate a
         new facility. This option will be addressed in the 15 November
         1990 submission of the long term plan.

             c.       Vaccination Policy issue - Currently immunizations
         are required for protection against a variety of infectious
         diseases. In contrast, vaccination against identified/potential
         biological threat agents is not done. Had immunization against
         anthrax and botulinum been routine, there would be no need to
         establish a surge capability.

             d.       Currently, Type F botulinum toxoid does not have IND
         status. COL McCarty indicated his belief that Type E was of
 Shield priority.

         10. (U) Next meeting of the Tri-Service Task Force will be on
         Friday, 2 November 1990 at 1300, Corftmander's Conference Room, HQ,
         USAMRDC.
