           SUBJECT: Minutes of Desert Shield BW and Med Issues Work Group

























           2. Laboratory Issues - COL Pick.
               a.   Volunteers are augmenting Navy lab. 996th Laboratory
           Detachment (VA) has mobilized and will depart on 18 Dec 90. Unit
           has 35 assigned personnel and will be augmented.
               b.   Anthrax "smart kit". Demonstration of use. Questions
           raised about requirements, fielding, limitations, specificity,
           and geopolitical implications. Protocol for procedures and
           reporting was drafted following meeting. working papers will be
           given to USAMRIID for technical staffing, and first draft
           presented at 21 Dec 90 meeting.
               C.   Lab Forward. Mobile capability needed to detect and
           diagnose, especially in theater with great time/distance
           factors. Need for an Army forward lab has been identified.

           3. Antibiotics. Ciprofloxin available 3 Jan 91 with goal of all
           SM carrying five-day supply by mid-month. Final results of
           monkey trials in 30 days. Current mortality data shows
           ciprotoxin + vaccine is needed for optimal protection.
           Ciprotoxin alone appears to decrease mortality.

           4. Vaccines.
               a.   MAJ Eng commented that the leadership had not decided on
           a plan of vaccination. COL Bancroft reported that USAMRDC is
           working with one commercial manufacturer and National Cancer
           Institute regarding anthrax vaccine production and expect
           proposals in one week. The goal is to establish contracts, and
           they expect FDA rules to be strict. MAJ Eng stated that the IND
           for Botulism will delay immunization. The approved protocol
