         4. LTC Franz from USAMRIID then briefed the group concerning the
         plan to produce antitoxin. This can be found as enclosure 3.
         Using a protocol to hyperimmunize horses, plasmapheresis can
         begin within approximately 3 months, with an additional 2 weeks
         to process the plasma so that the first lot should be ready by
         May or June at the latest. It is anticipated that621*.%@VVNI
         doses per month will be produced however, znere is a new piasma
         processing facility being built in Michigan so that this may be
         able to be increased. USAMRIID was directed to continue to
         develop this capacity as rapidly as possible. They have already
         procured 10 additional horses and are in the process of producing
         as many more as necessary to rapidly provide all the plasma that
         a processing facility can handle. The exact number of horses
         needed is unknown but it is probably between 50 and 100.

         5. This memorandum will provide basis for the requested
         recommendation to the ASA(HA), Dr. Mendez, with the
         recommendation that USAMRIID be specifically tasked to take
         whatever steps are necessary to begin vaccine a production as
         rapidly as possible. They have already received such guidance
         from me.
