                        MEDICAL BIOLOGICAL WARFARE DEFENSE
                    ACTION PLAN FOR OPERATION DESERT SHIELD (U)

        1. (U) Prioritization and total command support from the CINC is
        required to rapidly implement the following plan.

        2. (U) Deploy vaccination team to AOR by dedicated air carrying
        vaccine and supplies.

        3. @ Begin anthrax vaccination of                 members (SM)
        NLT 10 Dec to have them protected by 21 Jan 91.

        4. (U) Issue a 5 day supply of Ciprofloxacin antibiotic to all
       -SM's in blister packs by 15 Jan 91.

        5.      Maintain           of anthrax vaccine in the medical
        treatment system in
   5 USC 522((bdfl
        6.      bpon exposure to anthrax, SM's will begin taking the
        antibiotic pills twice a day and also receive a booster or an
        initial anthrax vaccination through the medical care system.

        7.      The same vaccination team will also initiate vaccination
        of          with botulinum vaccine NLT 10 Dec 90 according to
        CINC's priority. They will not be protected until 1 April 91.
        Additional SM's can be vaccinated as vaccine becomes available.

        8.      Botulinum Anti-Toxin is to treat soldiers who are
        exposed. Maintain the limited quantities available
        in AOR under centralized control. Give one IV dose to exposed,
        unvaccinated SM's. Limited quantities will require CINC
        priority.

        9.  @ Continue to immunize as more anthrax and botulinum
        vaccines are available.

        10. (U) To provide the most rapid immunization schedule
        possible, the vaccination team must have dedicated transport to
        and within the AOR, full use of CENTCOM medical assets, and
irements.
