           1.    I would like to thank you very much indeed for your memorandum of
           22 October 1990 which we very much appreciated. We also appreciated receiving
           copies of the enclosures to your memorandum.

           2.    1 also know that you subsequently had a useful discussion with
           Lt Col Douglas Humphrey and Lt Col Steve Norris and other members of the
           UK Ministry of Defence including Colonel Parry and Mr John Tindle from CDE. I
           am in no doubt that the contact between our two countries are of great mutual
           benefit and especially so at the current time.
