                                                       ICD 1536 Cream Evaluation Program
                                                                  Interim Report

                    1. INTRODUCTION

The U.S. Army Medical Research Institute of Chemical Defence (MRICD) elicited the help of the
U.S. Army Chemical Research, Development and Engineering Center (CRDEC) in the evaluation of a
potential topical skin protectant against mustard (HD). This compound, Identified as ICD 1536, Is a
commercially available product manlrfactured by lnterpro. Inc.. Haverhill. MA, and Is sold under the name
'Multi Shield' to protect the user's skin against industrial and oc@-.;pa,iora! exposures. The goa! @f
U.S. Army Medical Research and Development Command (MRICD) Is to field this product as an
additional item of protection to the forces supporting Operation Desert Shie:d. Studies conducted to
date by the U.S. Army Environmental Hygiene Agency (AEHA) on shaved rabbits showed favorable
results. The Investigation of this product was expanded to evaluate the ICD 1536 cream In conjunction
with other aspects of chemical defense.

Three technical areas within CRDEC were Identified as potentially Interfacing with this new
product; Interference with detection devices, compatibility vilth decontaminants, and Individual
protection, I.e., affects on -the seal of the mask. An evaluation plan In each of these areas was
established. The primary areas of interlace were Identified and a test program established to determine
the effect ICD 1536 cream would have on each of these areas. This report documents the Identified
still needed to fully
evaluate the off act of the [CD 1536 cream on all aspects of chemical protection.

                    2. DETECTION

                    A. Interfaces.

The M8Al alarm consists of the M43Al detector and the M42 alarm. It Is an area warning @arm
used to warn soldiers that nerve ageri* Is present upwind. The soldiers will place the M43Al 400 meters
upwind of their location. The M.42 alarm Is collocated with the soldiers. If nerve agent vapor Is present,
the detector will send a signal that sets off the alarm; this gives the soldiers advance warning of a
chemical agent attack. If soldiers use the ICD 1536 cream, they have to prevent any of the [CD 1536
cream from contacting the detector otherwise, a false positive nerve agent alarm will occur. The
soldiers can conduct a test In the field to determine r the detector is contaminated with the ICD 1536
cream.. After they set the M43Al out In the field they can operate ft for a minute to see ff h alarms; N no
alarm sounds then h Is not contaminated and can be used.

The Chemical Agent Monitor (CAM) Is used as a monitor to determine H any chemical agent Is
present In the Immediate area. The soldiers also use the CAM during decontamination operations lo
determ!ne N zO.] the chem!cal agent has been removed from equipment or personnel. It would be
Inadvisable to use the CAM In the G-mods around personnel who are protected with the ICD 1536
cream. The vapor from the ICD 1536 cream will give false alarms With the CAM In the G-mode. The
soldiers can use the CAM In the H-mode; however, the shut-off procedure may need modification.

tor lcts to
determine R It Is safe to unmask after a chemical agent attack. The soldiers should avoid contaminating
the nerve, blood and blister test spots and the lowisfte rubbing tab with the ]CD 1536 cream; this may
inhibit the sampler-detectors' ability to absorb agent vapor property (false negative responses could
occur). The vapo-S from the ICD 1536 cream give a false positive test for CX at high temperatures (120
degrees F). There Is no problem using the kft to detect for nerve. blood, mustard or lewishe ff clothing
or equipment (other than the M256 or M256Al sampler-detector) Is contaminated Wah the ICD 1536
                    cream.

                                                                         1
