Alternate Contingency Vaccine Storage Site
National Center for Toxicological Research

1. During the 1985 Biological Defense Functional Area Analysis
chaired by Gen Thurman, one of the taskers was to decentralize the
storage of contingency vaccines many of which were stored at the
Salk Institute at Swiftwater, PA. The issue was worked by U.S.
Medical Research and Development Command (MRDC).
2. During the past two years DASG-HCZ has been coordinating with
MRDC, Dr. Brandt, on this issue reviewing different proposals. It
was decided in FY89 that the National Center for Toxicological
Research was the most feasible alternate storage site for
contingency vaccines because of the following:
a. Adequate facilities were available.
b. Trained personnel versed with handling and management of
vaccines were already working on site and could devote part time
efforts to maintain the quality control of the vaccines.
C. Security procedures for the facility were already in place.
d. Vaccine shipment from the center can be expedited.
e. Funding required for renovation of the facility to
construct the storage and packaging area was cost effective and
considerably lower than other options.
f. OMA funds could be used rather than MCA funds.
3. The project includes renovation of 4200 sq ft of area;
installation of two -300C freezer units (201 x 321 each) and one
40C cold storage unit (201 x 291); addition of one large room
(601 x 161) for labeling vials, shipping/holding area, and storing
of shipping containers; and addition of one office for maintaining
inventory and records. Projected completion date for this facility
is Jul 91.
ired for FY91 is $195K for renovation of the facility
and installation of freezer and refrigeration units. $12K is for
checking and ensuring that the facility meets the stringent storage
requirements before vaccines are moved on site. Total funding
requirement for FY91 is $207K.
5. Funding required for FY92 is $23K for the one time cost of
movement of vaccines on site. $55K will cover maintenance,
utilities, vaccine quality assurance, and security. The $55K will
be an annual recurring cost for MDEP HSCB.
