         MEMORANDUM FOR CHIEF OF STAFF

         SUBJECT: Information briefing for GEN Vuono on 31 Aug 90, 1130
         hrs, to discuss the biological warfare threat for Operation Desert
         Shield and medical protective measures (U)


         1. (U) PURPOSE: To inform CSA of the vaccination program against
         biological warfare agents for Operation Desert Shield.

         2. (U) KEY PLAYERS:' LTG Ellis Parker (DAS), LTG Frank Ledford
         (TSG), LTG Dennis Reimer (DCSOPS), MG Phil Russell (CDR, USAMRDC),
         BG John Stewart (ADCSINT), COL Pitt Tomlinson (OTSG), Dr. Helen
         Benet (AFMIC), and MAJ Robert Eng (OTSG).

         4.  @ MAJOR POINTS:

             a.   @ Facts. .






                  (2) @ There is no field detector system for the
         biological warfare agents.

                  (3) @ The Surgeons General and Dr. Mendez (ASD (HA))
         have agreed all forces in AOR should be vaccinated for AX, and only
         selected forces be vaccinated with the BT vaccine because of
         limited  stocks.

                  (4) (U) Vaccines will confer a level of immunity.

                  (5) @ Although there are no medical protective measures
         against  SEB and CP, efforts are ongoing to address issue.

             b.   (U) Major views of other organizations/individuals. See
         4a(3).   The Joint Staff (J4, DDMR) agrees with the assessment.
