         SUBJECT: Procurement of medical Aerosolized Nerve Agent Antidote
         (MANAA)


         1. Request initiation of procurement of an initial quantity of
         approximately 2912 boxes of six canisters of subject item in
         support of Operation Desert Storm. MANAA is needed to supplement
         injectable atropine in medical treatment facilities.

         2. This procurement is determined to be an unusual compelling
         urgency.
