              800 nurses responded and of this number, 464 were identified for
              active duty based on need, specialty, and grade. Simultaneously,
              in a coordinated effort with ARPERCEN, records of retired Army
              Nurse Corps officers were boarded in anticipation of a possible
              involuntary call-up. In September, the Individual mobilization
              Aixgmentee for the Assistant to the Chief, Army Nurse Corps for
              Mobilization and Reserve Affairs was activated for a two week
              period to assist in the Reserve Components mobilization actions.

                  The Army Medical Department was instructed to continue to
              provide health care to beneficiaries with no degradation in
              quality or quantity. with this mission, it was necessary to
              assess the impact reserve mobilization would have on the
              civilian work force and the VA system. Research conducted by
              this office revealed that 7.5% (159) of the registered nurses
              employed as civilians by the Department of the Army were
              reservists while 19% of VA nurses are in the Ready Reserve.
              This information was key to planning for the continuance of the
              peacetime mission.

                    The implications of Operations Desert Shield and Desert
              Storm on recruitment and retention were and have been addressed
              through careful attention to personnel issues and the
              development of two surveys by the AMEDD officer Procurement
              Division, OTSG and the Walter Reod Amy Medical center Nursing
              Research Service. Those surveys will be utilized to capture
              data covering the mobilization and deployment of active,
              reserve,and volunteer.

                  Communication was maintained between the Chief Nurse, ARCENT

              Storm. Issues were raised and staffed to the appropriate
              agencies for feedback. This vehicle was used also to assess the
              integration of Active and Reserve Components, assess unit morale
              and cohesion, and to provide early intervention for identified
              problems.
