             1. (U) Lesson learned submitted by DASG-DC, John E. King,
             AVN 923-3657, (301)677-3657, 05/10/91.

             2. (U) TITLE: Inadequate system for dental management
             information on operation Desert Shield/Storm

             3. (U) OBSERVATION: Dental staff at all levels of support were
             unable to adequately assess the dental support situation during
             Operation Desert Shield/Storm. The dental officer assigned to
             Army Central Command, was unable, through normal reporting
             channels, to monitor dental assets attached to the Corps.
             Without data on dental care utilization and on operational issues
             he was unable to inform supporting dental staff at OTSG, HSC, 7TH
             MEDCOM, or FORSCOM of capability issues.

             4. (U) DISCUSSION: Although doctrine describes a command and
             control structure that places a Dental Surgeon at positions that
             allow technical supervision of dental services in both the corps
             and the medical command areas of responsibility, there is no
             provision for theater Army dental management information. This
             makes all decisions about adjustments in dental support
             operations a "shot in the dark".

             5. (U) LESSON LEARNED: There is inadequate theater dental
             management information.

             6. (U) RECOMMENDED ACTION: The proponent for the Theater Army
             Medical Management Information System (TAMMIS) should seek dental
             functional expert assistance in developing a dental module.

             7. (u) COMMENTS: It would be particularly helpful to seek input
             from the Desert shield/Storm Central Command Dental Consultant,
             the Commander of the 2nd Medical Detachment (AI), the FORSCOM
             Dental Surgeon, the and the Desert Shield/Storm POCs for 7th
M Assistant Chief of Staff for Dental Services and for IISC
             Directorate of Dental services.
