       SUBJECT: Health Impact of Site Specific Petroleum Industry Explosion in the
       Middle East


       1. Reference telephone conversation between COL Frank Crast. Health Services
       Command (HSC), and @ Robert Wanat, our office, 4 Oct 90. SAB.

       2. During che phone conversation, referenced above. HSC requesced the
       Occupational and Environmental Medicine Division (OEMD) at the U.S. Army
       Environmental Hygiene Agency (USAEVA) to provide information on the health
       effects of a s;-ce specific petroleum industry facility explosion in the middle
       East region. Because this request was beyond the expertise of USAEliA.
       technical consulcation was obtained from Catalyst and Chemical ServicLvs, Inc.
       (CCSI), a consulcing firm having extensive experiences in the processes aid
       hazards associated with oil refineries in the Kiddle East.  The information
       obt@ad from CCSI was substantiated through ocher information provided by
       Dr. James M. Vail, the SerLior Scientist in the Department of Health arid
       Environmental Services at the American Petroleum Institute (API) in
       Washington, DC.

       2. We have summarized the findings of this report in enclosure 1.   The CCSI
       report is subalitted as enclosure 2.
