         TOPIC: Biological Warfare (BW) Vaccination/Treatment Program (U)

         DISCUSSION:

         1.  @ Medical BW defense program is to protect the service member
         (SM) by vaccinating against anthrax and botulinuin toxin. If the SM
         is exposed to these BW agents, treatment must be started
         immediately. Production for the vaccines, antitoxin, and
         antibiotics is being surged to the maximum.

         2.  @ Anthrax
             a.  @ Protection - For Desert shield two doses will be given
         to each SM (day 0 and 14) and a good level protection will be
         achieved two weeks after the second dose. if vaccination begins on
         1 Jan 91,                 protected by 12 Feb 91. A third vaccine
         doses will be given to SM to provide greater protection after all
         SM are vaccinated.

             b.  @ Treatment - Upon exposure, SM without symptoms will
         immediately begin taking Ciprofloxacin antibiotic and must complete
         the anthrax vaccination series. Each SM will be issued a 5-day
         blister pack of antibiotic NLT 15 Jan 91 with back up stocks to
         treat a force of 400K for 30 days. Additional stocks will be
         shipped.

         3.  @ Botulinum Toxin

             a.  @ Protection - Three doses will be given to Sm to provide
         a good level of protection. If vaccination begins on 1 Jan 91,
         SM can be protected by 23 Apr 91. More doses will be availabl@ 0
         protect an additional 16K SM by 11 May 91.

             b.  @ Treatment - Exposed SM must be given the botulinum
         antitoxin at the earlv appearance of svmntomm-


         4.  @ The Vaccination Program can only succeed if there is
         CINCCENT support and assistance from the CENTCOM medical system.
         The Preventive Medicine vaccination Team from CONUS will facilitate
nning/execution of the program.

         RECOMMENDATION:  @ Vaccinate U.S. Forces in the AOR as soon as
         possible against anthrax and botulinuin toxin with existing vaccine
         stocks.
