            SUBJECT: RecfUest for Anthrax and Botulinum Vaccine and Botulinum
            Antitoxin Requirements (O @


            1.  @ Although anthrax and botulinum vaccine production was in
            progress before Operation Des@ Shield, production rates and
            stockpiles were inadequate to meet the services, requirements. The
            services were involved in numerous briefings to the Joint Chiefs of
            Staff on Biological Warfare Vaccination Issues and Deficiencies.
            Finally, on 2 Jan 91 a decision was made to execute the Medical
            Biological Warfare Vaccination Program in the AOR even though there
            were insufficient vaccines to immunize the total force. In
            addition there were very few doses of botulinum antitoxin to treat
            botulinum casualties.

            2.  @ To be better prepared to deal with future biological
            warfare threats, recommend that a contingency vaccine and antitoxin
            stockpile be established to meet services' requirements. Also
            designated early deploying forces should be vaccinated during
            peacetime. This information as generated by the services will be
            compiled and incorporated into the Medical Biological Warfare
            Defense Plan stating the services' position to and requesting
            concurrence from the Joint Staff and DoD Health Affairs.

                b. (U) The size of the early deploying force which will
            require immunization during peacetime.
                C.  @ It is assumed that the dose requirement for botulinum
            antitoxin is            of paragraph 3a because it will be used to
            treat botulinum casualties. The industrial base can be geared up
            to produce more if necessary.
