                                  Difficulties Encountered

            Logistical.
              * leusti packages for DEPHEDS arrived late (13-14 January
              1991). They then had to be delivered to the right hospital and
              .lion distributed to the right sections.
              * Donmeds should be stocked completely with equipment
              scads prior to deployment.
              * Litters, blankets and straps - there were insufficient
              S"ap3lies available (prestooking was not in evidence) given
              P2:o actions of the number of patients to be evacuated - days
              of supply was never three days.
                 a.  400 litterat $00 blankets, 800 straps should be
                 part of DEPHEDS issued equipment.
                 b. Sufficient supplies of these items should have been
                 available early on at XM4C.
                 o. Poor distribution of these items that were available in
                 theater.
                 Medical Gases - MEDSOM never had sufficient quantities of
              cylinders available or bulk storage supplies.
                 a. Cylinders (mostly oxygen) arrived late and there was very
                 little Nitrous Oxide.
                 b. ROSE should have been made part of DEPHEDS equipment.
                 Aeromedical Evacuation Equipment, i.e. pulse oximater*
              ECG monitor and ventilators were delivered just in time for
              G-Day. This equipment should be part of DEPMEDS issue.
                 Engineer support should be given to evacuation
              hospitals on a priority basis  .  Additional Engineer assets
              should have been in place sooner.
              * Transportation support was insufficient for medical
              supplies- Additional Transportation assets should have been in
              place sooner or contracted for. MEDSOX had trouble getting
              supply deliveries.
              * Crane or Forklift support was insufficient for Evacuation
              Hospitals. A 20-ton crane should be part of DEP14EDS issucd
              equipment. Lack of this support in fielding the 803d's two
              DEPHEDS hospitals caused a 72-hour delay in becoming
              operational.
              * Hospital "B" rations were delivered just on time and
              unloading them became a problem. Delivered in 401 CONEXES. A
              crane was needed to unload it.
              * Laundry and Bath Ecluipment did not work at either DEPMEDS
              with issued equipment.- -Updated models of this equipment should
              have been issued.
              * Ground ambulance company should have ambulance bus and
              litter bus as part of MTOB at EVAC level
                 Repair Parts were insufficient
                 a. Evae Hospitals never had 5-ton vehicles, so they came
                 with 2 1/2 ton PLL.
                 b. Proper levels of class Ix never existed. Should be
                 part of future POMCUS.
                 Clothini issue was insufficient
                 a. uniform requiremen-fs---sb-o-u-M have been taken care of
                 by MOB Station.
