            Unavoidable transportation shortages made transfer to MODA
            hospital complex difficult and lengthy.

                As unit settled in, hospital commander immediately met with
            MODA hospital authorities. A -Formal meeting with Saudi commander
            occurred at 1400 hours. 251st commander then met with senior
            medical officers, walked through casualty movement areas, and
            made immediate recommendations regarding processing of mass
            casualties. That evening 251st commander chaired a very friendly
            and productive meeting of both surgical departments. Due to
            uncertain future, the subject of mass casualties merited
            immediate attention and was thoroughly discussed.

                On the following morning, a formal meeting was convened of
            joint administrative staffs. MODA hospital's internal disaster
            plan was reviewed, and deficiencies were noted. Lack of alert
            system, in-hospital communication procedures, NBC procedures,
            shelter preparations, and safety precautions were all addressed.

                That afternoon, the Emergency Room was informed that many
            accident victims were inbound by helicopters. MODA hospital
            sta-ff activated their mass casualty plan. Information proved
            unfounded, but both staffs participated in a good drill.

                Female personnel became acutely aware of the realties of
            their imposed Saudi status. They reacted negatively to being
            enclosed and guarded in their quarters. Commander immediately
            obtained permission to post a 251st guard with the Saudi
            guard, and the situation was eased.

                Final day of Operation Desert Shield saw medical and nursing
            staffs continuing joint activities initiated the previous day.



                                       DESERT STORM



               On 17 January 1991, in the Armed Forces Hospital, MODA, KKMC,
            the 251st Evacuation Hospital augmented, began Operation Desert
            Storm. Augmentation was by the 395th Medical Detachment
            (orthopedic) USAR, the 181st Medical Detachment (thoracic
            surgical) USAR, the 904th Medical Detachment (nourosurgical)
            USAR, a burn unit from ISR, USA, the 123rd Medical Detachment
            (dental) USA, and the? 424th Medical Laboratory, USAR.

                In the initial planning meetings conducted during the final
            days of Desert Shield, it had been agreed by both units that both
            the main hospital and its 150 bed annex would be jointly operated
            by a single international professional staff with only the
            necessary administrative and logistic divergence rather than
            drawing a line between US and Saudi beds and operation.
