When called upon to address an incident such as Khamisiyah, a protocol should be
followed that:
- determines the most appropriate tools to apply
- identifies the initial synoptic boundary conditions and the initial meteorological data values
- specifies the modeling grid size(s) and arrangement
- specifies variations appropriate for ensemble analysis, and
- lays out the baseline assumptions and variability in the source term.
Since it is unlikely that all combinations of variations can be
analyzed, a clear strategy that limits the number of cases to be
examined, while capturing the possible range of outputs, needs to be
articulated. This framework can then be reviewed by both interested
and neutral parties for completeness, so as to reduce as much as
possible post- analysis criticism of the thoroughness of the
reconstruction.
