Honorable Arlen Specter
Chairman, Committee on Veterans' Affairs
United States Senate
Washington, DC 20510

Dear Chairman Specter:

Enclosed for your information is a declassified copy of Chapter 11 of the draft MITRE study on possible Iraqi chemical warfare. Chapter 11 was sent to Dr. Joyce Lashof, Chair, Presidential Advisory Committee on Gulf War Veterans' Illnesses on September 4th by the Assistant to the Secretary of Defense (Intelligence Oversight), Mr. Walter Jajko.

I have also enclosed a copy of my letter to Dr. Lashof which expresses concern for the incompleteness of Chapter 11 and the risk, that, if read by itself, it will mislead the reader on the possible chemical events addressed. Mr. Jajko and I agree that the full accounting of these events will come from the case narratives being published from my investigation.

Please let me know if I can be of further assistance on this matter.

Sincerely,

Original copy Signed

Bernard Rostker
