This narrative was initially published on September 27, 1997. Since then we received no new information contradicting the material presented. The General Accounting Office reviewed the original narrative and recommended additional footnotes and comments to aid in clarity. Additionally, the Presidential Special Oversight Board reviewed the narrative and recommended we republish it as a final report.
