FINISHED.  THE CARGO BUILDING OPPOSITE THIS RAMP IS STILL UNDER
CONSTRUCTION AND IS SUPPOSE TO BE COMPLETED IN APRIL.
(2). (U)  ENGINE RUN FACILITY:  ENGINES CAN BE RAN AT MAX POWER IN
PARKING POSITION WITHOUT DAMAGE TO GROUND SURFACES OR STRUCTURES.   AN ENGINE TRIM PAD IS NOT AVAILABLE, HOWEVER ENGINE RUN-UPS ARE COMPLETED NEXT TO CARGO APRON.  THERE ARE NO QUIET HOURS OR OTHER RESTRICTIONS CONCERNING HIGH POWER ENGINE RUNS FOR MAINTENANCE, TAKEOFFS, OR LANDINGS.  MOST TRAFFIC IS AT NIGHT BECAUSE OF TRANSITION BETWEEN EUROPEAN COUNTRIES AND THE FAR EAST.  AIRCRAFT PARKED WITH TAIL TOWARD NEWLY CONSTRUCTED CARGO BUILDING WILL HAVE TO BE TOWED BEFORE STARTING
