3. A JOINT  POLICY NEEDS TO BE DEVELOPED ON LOCAL PURCHASE OF
SUBSISTENCE ITEMS IN THE AOR.  THE CONTINUED PURCHASE OF BREAD/PASTRY,   
MILK,  FRESH EGGS, ETC HAS RESULTED IN A LONG SUPPLY OF THESE COMPONENT
INGREDIENTS AT AFCOMS DEPOT.  THIS WILL COMPOUND ITSELF AT EACH 
BASE ONCE THE UNITIZED  B-RATIONS PROGRAM IS IMPLEMENTED.  ANY VISIT
BY GAO OR AUDITORS COULD RESULT IN CRITICISM ON OUR USE OF THE

AVAILABLE  RATIONS.  RECOMMEND  THE FOLLOWING ACTIONS.
A. 	ESTABLISH A JOINT SERVICE POLICY THAT LIMITS LOCAL PURCHASE
AUTHORITY TO FRESH FRUITS AND VEGETABLES AND LIMITS DAIRY PRODUCTS. 
B. 	COORDINATE WITH ARCENT G4 FOR THE USE OF THE FLOUR, EGGS AND MILK 
FOR USE IN THEIR FIELD BAKERY OPERATIONS AND MARCENT G4 FOR USE IN 
THEIR FOOD SERVICE OPERATIONS. 
C.	THE ARMY HAS INDICATED THEY WILL NOT ACCEPT B-RATION COMPONENTS
IN LONG SUPPLY.  EVERY EFFORT MUST BE MADE TO USE B-RATION COMPONENTS
PRIOR TO THE ARMY ASSUMING OPERATIONAL CONTROL OF THE THEATER
RATIONS.
