Living conditions inside the ALCE building are spartan.  There is
limited lighting inside the building and some areas have no
lighting at all.  The existing lighting system is a suspended power
cord with drop cords for individual light  bulbs.  People have set
up living areas in a patchwork pattern using a variety of
partitions such as boxes, plywood sheets or bookcases to define
their space.  Female personnel have set up tents inside for their
separate living area.  There is no dedicated storage area.  Food
stocks of B-Rations and MREs are kept in the living area and are
consolidated at one end of the building.  Housekeeping is virtually
nonexistent.  It appears trash is allowed to accumulate then
removed once it becomes annoying.

	d.  General assessment of fire prevention/safety in living area:
1)  fire extinguishers were available if needed,  2)  building exits
are not marked nor lighted for egress.  3)  only two exits to leave
building, no clearly marked egress routes for fire escape,
4)  smoking not allowed inside building except in designated
television smoking room.

5.  RECOMMENDATION/CONCLUSION

	a.  CENTAF/DE should consider sending a two man entomology team
to Kuwait.  They can treat the fly control problem and set up a
preventative measures program to control other pests.  This team
can provide guidance to site personnel on how to control pests with
available resources.

	b.  If decision is made to continue ALCE operations beyond Sep 91
at Kuwait International Airport, CENTAF/DEF should consider a site
survey to establish a fire prevention/safety plan for the ALCE
living compound.  Site personnel need to work on establishing a
fire prevention plan, clearly mark building exits, and have clear,
unblocked egress routes from living areas out of the building.

	c.  Further investigation should be pursued into using resources
that exist in Kuwait City to support the ALCE mission.  Contracting
of refuse collection at the ALCE site can be a start.  Obtaining a
food service contract with the airport caterer will be frustrated
unless identifiable suppliers with clean and reliable food sources
can be identified.  Recommend food services personnel from Riyadh
Air Base be utilized to augment ALCE personnel in meal preparation
on a two week TDY basis if a contract with the airport caterer
cannot be obtained.

	d.  CENTAF/DE needs to send an engineering team to support ALCE
operations in Kuwait on an "as needed" basis if they will remain
past Sep 91.  Unless ALCE personnel are moved into establish
living quarters with proper dining and shower facilities, their
existing living conditions will continue to be austere.
