         SUBJECT:         Taking Chem Gear to Shelter 
          
         l.  The full chemical ensemble should be readily available to all 
         personnel at all times.   Several alternatives to carrying the 
         chemical ensemble to the shelter during a SCUD alert or ALARM RED 
         have been considered but rejected. 
          
            a.   Preposition chemical ensembles in the shelter.

            b.   Preposition chemical ensembles in the tunnel.   This 
         proposal was rejected because picking up gear on the way in would 
         cause unacceptable delay and individual equipment identity could 
         not be maintained.   Security of equipment in the tunnel would 
         also be difficult and require additional security police. 
          
         2.   Recommend you approve release of the attached letter 
         restating current policy of carrying chem gear to the shelter and 
         announcing new MOPP ALPHA option for use with SCUD launches.
