Revised casualty estimates provided in December, combined with the proposed increase in forces, dictated a significant increase in aeromedical assets and capabilities. Total elements required to support the theater were increased to one AECC, five AECEs, 22 AELTs, 16 MASFs (four with personnel only), 99 tactical crews and 50 strategic crews, for a total of 1,400 AE personnel in the AOR. Ninety-two percent of the AE forces were from Air Reserve Component (ARC) units. An additional 109 strategic crews, from activated ANG and AFRes units, were assigned to the 1611 AES(P) and staged in Germany under the operational control of the United States European Command (EUCOM) AECC, bringing the grand total of personnel in the 1611 AES(P) to 1,945. An additional 192 crews were on call in CONUS. In addition to the AE personnel, eight life support and 19 aircraft maintenance personnel were also attached to the TAES. A listing of participating AE units is at - attachment 2. 7. Deployment. Elements from the 1 AES, including the AECC, two MASFs, and two AELTs, were deployed on 11 August and arrived in Riyadh, SA, the next day. A third AELT, from the 142nd Aeromedical Evacuation Flight (142 AEF), was deployed to Incirlik, TU, to facilitate communications between AE elements in Saudi Arabia and-an AECE established by ANG personnel at Rhein Main GE. Twenty four tactical crews from the 118 AEF, 139 AEF, 142 AEF, 156 AEF, and 167 AEF, and twenty strategic crews from the 69 AES and the 72 AES also arrived in Riyadh on 12 August. In addition, four strategic crews were provided by 2 AES. Half of the crews remained in Riyadh, and the others were positioned in Dhahran, SA. The TAES achieved initial operational capability on 13 August and flew the first AE mission that night. 8. Employment a. Aeromedical Evacuation Control Center.
