SUBJECT:  EXCERPT FROM HISTORY OF THE TWENTY FIRST AIR FORCE/
	     OPERATION DESERT SHIELD (VOL 2)

SUMMARY:  CHEMICAL WARFARE GEAR FOR CRAF CREWS (PG 81-83
	         PREVENTATIVE MEDICINE GUIDANCE FOR DESERT SHIELD (PG 126-7)

(Commitment for Organic Aircraft Passenger Loads, Europe to the AOR)

Question:  On 26 December, you mentioned that the CINCMAC had "promised an 

1800-passenger-per-day airlift capability out of Europe into the AOR, using only 

organic airlift, beginning 27 December."  The 27 December schedule showed only

four C-141s scheduled out of Europe for the AOR, but this airlift, according to you,

would "require 15, plus a total of 26 loadmasters, each day."  What was the reason

behind the CINCMAC's promise?  Did it have anything to do with R & R?

Col Cotter:  No, it was just to move passengers.  We had extra airlift capability

available, and no one was using it.

Question:  Why organic only, and no commercials?

Col Cotter:  The commercial were going to be used for the Stateside moves,

because to go all the way to the States...the creature comfort factor, and the best

way to apply the CRAF aircraft was for the CONUS moves.

Col Clay:  There may be a little bit more to it than that.  The story I heard was

that the Deputy CINCEUR called General Johnson to tell him that they were 

getting behind on the troop movements.  And when you say "no CRAF aircraft"

were applied against this, I don't think that's quite correct.  I think there were still

CRAF missions that were previously scheduled for European pickups, but what

there wasn't was more CRAF to be applied.  So what he needed was some organic

airlift to help get caught up on those troop movements.  It's over now; we're not

doing it anymore.


	(Acquiring Extra C-5 Crews Through "Mix and Match" Procedures)

Question:  Did you manage to find many extra C-5 crews with the "mix and Match"

procedures you went through with 21 and 22 AFs?

Col Cotter:   Well, yes...but the mix and match procedures we have are really

between Dover, Westover, and Stewart.  We delegated the responsibility to generate

extra crews, using extra crew members, to the wing DO's.

Question:  Oh, East Coast only? (yes)  Did you come up with a few?

Col Cotter:  Some...very small numbers.  As you would suspect, people are reluctant
to give away much.  I've got another call going in today, as a matter of fact.

Question:  Your last question...for now, anyway.  On 2 January, you mentioned

there has been some complaints from CRAF crews about their not having chemical
