SUBJECT: Public Affairs Guidance on Chemical and Biological Defense
                  Program - INFORMATION MEMORANDUM
     
	On Friday, we received the attached SECDEF message containing
the official PA guidance on chemical-biological warfare (CBW)
defense program applicable to Operation Desert Shield. OASD/Public
Affairs is the lead agency for fielding media queries on the
subject. Given General Miller's schedule of public appearances this
week, however, it might be wise for him to be prepared for 
questions. His response to questions within the framework of a
MAJCOM/SG conference need not be avoided. In fact, they would be
consistent with the command/internal Information program discussed 
in this message.
         
The message at Tab 1 stresses four integrated components of our
CBW program:
        
	- Detection devices -
       
	- Individual protective gear

	- Individual and unit training

	- Comprehensive medical  preventive measures and cures and treatment
               
In addition, It contains a series of questions and answers which
should come in handy as a review.       
        
Don't believe that any specific action on our part  warranted .
as a result of this guidance, but it may be worthwhile for General
Miller to review Tab 1 on the plane to San Antonio.
