(3) Daily briefings were conducted to inform deploying personnel on personal affairs, security, medical intelligence, local customs, and personal equipment. (4) Both personnel and equipment were mobilized smoothly-- no frustrated cargo. B. Employment: 11 Sep 1990 (1) First increment arrived at KFIA on 11 Sep 1990 at 1930 hours. Our arrival was not expected, so no mobility or, PERSCO representatives met us. Also, no transportation or billeting arrangements had been made. The remaining -- increments arrived randomly over the next six days. Attempts . to meet all subsequent increments were unsuccessful because of inability to get accurate arrival information from LG or Operations. (2) Site selection was accomplished on 12 Sep. Few acceptable sites were available due to limited utility support. Set up was deferred in order to concentrate on site preparation -- the was possible only because the 354th ATH was co-located and already operational. The additional time permitted us to lay in water and sewage plumbing and to pave the site prior to erecting tents. This was extremely beneficial in the long run -- improved cleanliness and infection control, provided stable surface for equipment, protected flooring from excessive wear, and level floor surface facilitated movement of patients throughout facility during exercises. Advance teams could reduce the lead time | necessary for this type of site prep. (3) The lack of dedicated material handling equipment and-utility vehicles to support Logistics, Bioenvironmental Engineer, and Environmental Health were a significant limiting factor. There was tremendous :- competition for these assets, and our perception is that line/operational units received higher priority than medical units. C. Redeployment: (1) Repacking was complicated by requirement to keep Coronet Bandage I (VA) operational and to resupply operational sections from Section K. No increments can be 2
