       -: Service Interest and Plans

           --- The Army General Officers group overseeing chemical defense
                (Commanders of the Chemical Research, Development and Engineering
               Center; the Army Chemical School, the Medical Research and Development
               Command and the Academy of Health Sciences) were briefed on Multi
 	 Shield on 24 Sep 90 and enthusiastically support its expeditious
               fielding for use in Operation DESERT SHIELD.

     	---- The Army plans to issue 2 4 oz bottles per individual with local
	       resupply available for reissue/replacement
       	---- Draft Army Doctrine on Use of TSP (Atch 6)
       	---- The Commander of the US Army Medical Research Institute of
	       Chemical Defense, attached to the CENTCOM/SG staff has briefed
	       the CENTCOM/SG on Multi Shield .
	--- The US Navy has expressed interest and is assessing their requirements
            
	--- USAF Interest

	------  CENTAF/SGPA (rear) has verbally indicated interest in Multi
 	     Shield, but has not yet had an opportunity for formal staffing of
 	     information or requirements for the item

              ---- I have made HQ USAF/XOOTM aware of Multi Shield, but they have
                   not yet had an opportunity to review the information in this
                   paper or formally staff it
   
  CONCLUSIONS
      - Even several hours after it is applied, Multi Shield should greatly decrease
      the number and severity of injuries from exposure to sulfur mustard (HD),
       especially when decontamination is delayed.  In addition, its availability
       may significantly diminish fear of mustard attack among deployed personnel
       and diminish the risks of injury from accidental exposure to agent during
       removal of contaminated MOPP gear following attack.
       - Multi Shield is an adjunct to but not a replacement for MOPP gear since its
       protection against nerve agents is marginal.
       - The Army strongly supports use of Multi Shield in Operation DESERT SHIELD and
      is requesting other Services to identify their requirements for this item.

RECOMMENDATION

       - USAF support use of Multi Shield for protection against mustard skin
         exposure of personnel at risk of attack by HD during Operation DESERT SHIELD.
      - USAF identify Multi Shield requirements for support of Operation DESERT 
       SHIELD (Army requests notification of Service requirements NLT 4 Oct 90)
       - USAF adopt draft Army procedures for use of Multi Shield.
