2. (U) Operation DESERT STORM conducted by USCENTCOM on 07/06/90.

4. (U) TITLE: Biological Warfare Defense Actions

5. (U) OBSERVATION: The USAF did not have a single source
document of any type that detailed comprehensive, chronological
procedures for preparing for and handling biological
contamination.

6. (U) DISCUSSION:
	a. (U) The intelligence community relayed specific threat
information to the CENTAF Disaster Preparedness staff. At the
same time, the CENTAF/CC expressed interest in biological
warfare response actions during a CWD capabilities briefing.

	b. (U) The CENTAF Disaster Preparedness staff gathered all
available information on the subject from existing regulations,
books, medical personnel (internal medicine and
bio-environmental engineering), microbiologists, maintenance, HQ
TAC, and CENTCOM personnel. The CENTAF Disaster Preparedness
staff prepared a biological warfare response actions checklist
that was chronological in format, and included personal
education, personal protection, attack response, agent
identification, recovery actions, specifics of decontamination,
etc.    CENTCOM reviewed the big-response actions, determined that
they were thorough and comprehensive, and provided them for use
by the other components.

	c. (U) As a biological detection became available for
selected USAF units, this capability was incorporated into the
package and integrated into the existing CENTCOM detection net.

	d. (U) The CENTAF Disaster Preparedness staff, in
conjunction with CENTAF Bio-Environmental Engineering, presented
a briefing to the CENTAF/CV on the new biological detection
capability and the biological warfare response actions package.
CENTAF/CV directed immediate distribution of the package to all
deployed units.

	e. (U) The CENTAF Disaster Preparedness staff provided
guidance and clarification to field units as they responded to
