           ITEM NO. 16 PROBLEMS WITH MOBILIZATION TIMELINE FOR ARC
           (SGHR ITEM NO. 127)

           BACKGROUND: CALL-UP process was done incrementally. The restraints of the
           200K recall and Partial Mobilization meant piecemeal CALL-UP. Admin personnel
           were last to be called or not at all.

           DISCUSSION: Loss of unit Integrity was compounded by lack of admin. support
           for personnel needs of reservists. AD should have picked up this support but
           system was overwhelmed by magnitude of problem. Reservists without ID, cards
           were unable to access base of logistic support. Those without orders unable
           to get travel pay or commercial travel.

           RECOMMENDATIONS: Loss of unit Integrity may be way of life In future. Make
           provisions for AD support of reserve personnel from day one (perhaps with
           augmentation from reserve sources). AD needs to prepare plans for support of
           backfill reserve personnel.

           ACTIONS REQUIRED: MAJCOMs and MTFs prepare for reception of backfill
           personnel. Base reception planning Is not a medical-only problem. AF
           guidance directs that bases prepare a plan for reception of augmenting/
           backfill/flow-through personnel.

 I         ACTIONS COMPETED: Base reception planning guidance has been reviewed and
 I         revised. NOTE: Development of CONUS backfill UTCs will also enhance the
            planning capability of the local base. These UTCs are being developed.
