ITEM NO. 17 INTEGRATION OF AD AND ARC WITH MISSION CHANGES
        (SGHR ITEM NO. 128)

BACKGROUND: AD/ARC mix predicted on European scenario. Medical squadrons
trained for 2E mission. Dependent care at CONUS facilities was to be deleted.

DISCUSSION: Since the 2E mission was not appropriate for the operation and
dependent care was not curtailed, medical squadrons were utilized as CONUS
backfill and other missions. Resulted in having mission they were not trained
for and did not have appropriate AFSCs. Many units were fragmented to meet
        backfill requirements.

RECOMMENDATIONS: AD MTFs maintain a 100` capability during contingencies.
ARC units need to be trained for 2E, ATH, backfill, and ASF missions
Flexibility needs to be built into training and taskings.

ACTIONS REQUIRED: Development of composite ATH, revised training of ARC
medical personnel with emphasis on flexibility.

ACTIONS COMPLETED: Draft concept of Composite ATH to HQ ACC for refinement
        and finalization.

        STATUS: Recommend closure
