                           C3I ISSUE NO. 18 Insufficient Manning at ARPC/SG and HQ AFRES/SG
                           (SGHR ITEH NO. 120)
         
         DISCUSSION: Staff at HQ ARPC/SG and HQ AFRES/SG needs augmentation to ensure
         they are able to conduct business as usual along with meeting requirements of
         contingency. Working with volunteers and, mobilizing selected and ready
         reservists in a contingency action does not relieve HQ staffs of normal
         activities.
         
         RECOMMENDATIONS: Provision needs to be made for augmentation of HQ staff in
         advance of contingency needs. This might be accomplished through activation of
         MIAs or through detailing of unit personnel on active duty or as volunteers.
         
         ACTIONS REQUIRED: ARPC and AFRES ensure adequate augmentation staffing during
         contingencies through activation, or use of volunteers.
         
         ACTIONS COMPLETED: ARPC has reorganized and plans to facilitate call-up of
         required personnel to meet contingency staffing needs. Both ARPC and AFRES
         plan to ensure adequate staffing for future contingencies utilizing activated
         personnel or volunteers.
         
         STATUS: Closed.
