         SUBJECT: CONUS Mobilization

         BACKGROUND: Mobilization plans were not followed in the 200K and
         partial mobilization. This resulted in some reservists being
         switched over completely to active duty and others left, somewhere
         in between active duty and reserve duty. This created problems
         with pay, records, and entitlements.

         DISCUSSION: The decision was made to keep unit personnel under
         the administrative control of the reserves, but to put the IMAs
         completely under control of active duty. Problems arose because
         of the definition of extended active duty and the requirement of
         certain sections of law that require EAD for certain benefits.

         ACTION RECOMMENDED: Regulations should be changed to reflect the
         way we want to do business. If this requires changes in law,
         those changes should be proposed to Congress.
