        SUBJECT: Reserve Augmentation
   
       BACKGROUND: Call-up process was done incrementally. The
       restraints of the 200,000 recall and partial mobilization meant
       that units were called up piecemeal. Administrative support
       personnel were frequently last to be called or not called at all.
   
       DISCUSSION: The problems caused by loss of unit integrity were
       compounded by the lack of administrative support for personal
       needs of reservists. Active duty should have picked up this
       support, but system was overwhelmed by the magnitude of the
       problem in some cases. Reservists without ID cards were unable to
       get uniforms, lodging, and entry into the base. Reservists
       without orders were unable to obtain travel pay or commercial
       travel through SATO.
   
       ACTION RECOMMENDED: Loss of unit integrity may be a way of life
       in future actions. Provisions need to be made for active duty
       support of reserve personnel from day one (perhaps with
       augmentation from reserve sources). Active duty needs to prepare
       plans for the support of backfill reserve personnel.
